What the law actually says:
-Venezuela passed the Hydrocarbons Law reform on January 29, 2026.
Most of the law took effect immediately, BUT:
Articles 51, 55–59 (royalties/tax provisions) were given a 60-day delay.
That 60-day period lands on April 3, 2026.
