Most people are being misled about the HCL.
The Hydrocarbon Law (HCL) does NOT pay dividends to citizens from oil revenues
• Baghdad and the Kurdistan Region share oil revenues
• Funds are used for salaries and budget expenses between both of those regions
Oil revenues go toward:
– Government Salaries
– Infrastructure (roads, bridges, electricity)
– Public services
NOT direct payments to Iraq citizens
