If they can monitor transactions and able to ARREST the BAD GUYS on the Spot after analyzing the transaction in seconds, WHY don’t they release the Tier 4B Blessings to the rest of us and when the “half-wits” do it, freeze their account and arrest them. Otherwise, this release will never happen as there is no PERFECT Time for the Release. Keep in mind that the BEST POSSIBLE SOLUTION IS THE LEAST DEFECTIVE SOLUTION AT THAT POINT IN TIME! Just get the Blessing released for those who have REAL Humanitarian Concerns and Projects defined!
