So if Parliament gets half + 1 (members)  to pass the budget, do we still need to wait for a legitimate seated government since it is the caretaker government that sent the budget?

I understand that it can pass with kazemi. My question is do we still have to wait for the RV even if the budget is passed due to the fact that there is still a caretaker government

IMO – NO…. BECAUSE IT WILL ALL BE EXPOSED!….. THEY WILL RELEASE ALL THEY HAVE BEEN HOLDING BACK FROM THE CITIZENS OR THEY MAY HAVE THE TIMING OF THE NEW GOV WORKED OUT WHERE IT ALL SHOWS TOGETHER…WE SHALL SEE!

From the way I see them talking, the convergence is the entitlements that are related to not only the politics, but both politics by having a seated government and the monetary policies that will be from the laws. Such as, the Emergency Food Law and the synonymous 2022 Budget Law.. 

The seating of the GOV and then the passing of the laws does exactly what they are suggesting to accomplish and or overcome, as in meeting the living and service requirements of the citizens. 

An international exchange rate will fuel that into the future. Constitutional entitlements will require it.

Earth News/ The President of the Republic, Barham Salih, and the Secretary-General of the Kurdistan Islamic Union, Salah al-Din Muhammad Bahaa al-Din, stressed today, Monday, the necessity of achieving the constitutional entitlements.

And the media office of the Presidency of the Republic stated in a statement received by Earth News, that “Saleh received the Secretary-General of the Kurdistan Islamic Union, and during the meeting, they discussed the general situation in the country and political developments. “

The statement added, “It was emphasizing the need to achieve national and constitutional entitlements and end the political crisis by relying on dialogue and convergence to overcome the outstanding issues between the parties in a spirit of responsibility and patriotism, and to begin meeting the living and service requirements of citizens as a top priority by forming a capable government that is able to respond to the country’s immediate requirements.” .  LINK

UNAMI invites the region’s parties to a closed meeting next Thursday

Baghdad / Obelisk: The United Nations Assistance Mission for Iraq “UNAMI” called on Monday, May 23, 2022, representatives of political parties in the Kurdistan region to a joint closed meeting within days.  

This came in a statement by the mission, which was received by Al-Masala, that it is inviting representatives of political parties in the Kurdistan region to a joint closed meeting on Thursday, May 26.

The statement added: With the approach of the Kurdistan Region elections scheduled for October 1, 2022, this meeting provides a good and timely opportunity to exchange views directly.   LINK

Subject to change according to need.. 25 trillion dinars “balance” for food security and the cancellation of loans is its most prominent feature

A source in the Parliamentary Finance Committee revealed today, Tuesday, that the committee made amendments to the emergency food security support law, including canceling the internal and external borrowing paragraphs, indicating that the amount allocated in the law proposal amounted to 25 trillion dinars, subject to change as needed.

The source, who asked not to be named, told Shafak News Agency; The “proposal of the Emergency Food Security Support Law contained some articles similar to the law sent by the government and repealed by the Federal Court.”

The source added; The Parliamentary Finance Committee made amendments to the proposed draft, including canceling internal and external borrowing due to the rise in oil prices and the availability of funds, with the exception of continuous borrowing in a listed project and the state contracted with it earlier.

The source added, “The Finance Committee canceled the articles and paragraphs related to borrowing, which amount to 15 trillion dinars, and that the proposed draft currently in the Committee does not contain any borrowing.”

The source pointed out that “the amount allocated in the proposed law on emergency support for food security is 25 trillion dinars, and there may be an increase or decrease in the specified amount according to the needs of ministries, departments and state institutions.”

On May 19, 2022, the House of Representatives completed the first reading of the proposed law on emergency support for food security and development.

On May 18, 2022, the committee submitted this proposal to the presidency of the Iraqi parliament as an alternative to the project submitted by the current caretaker government headed by Mustafa Al-Kazemi.

On Sunday, May 15, 2022, the Federal Supreme Court (the highest judicial authority in Iraq) decided to cancel the draft law on emergency support for food security and development (in its first version) based on a lawsuit filed by Representative Basem Khashan, while it indicated that the Al-Kazemi government is a conduct of business and is not entitled to Sending bills, contracting loans, appointing to high positions in the state and exempting them, or restructuring ministries and departments.
