When NESARA/GESARA is activated will it be the ‘Waiving of Mortgages’ where just your future payments are cleared or will it be all the funds you paid into the banking system to be returned with the debt cleared?

What is to be included in the ‘Restitution and Reclamation (R&R) payments’?It has been reported that only the bank interest on mortgages and loans will be refunded, but when people paid cash or any size down payment those cash funds may Not be refunded, however those that paid into any mortgage or loan they can get back all of those funds.
It has been reported that when you signed for a loan then your funds came from your Birth Certificate Bond and your loan was then fully paid for, but the bankers don’t tell you that and you paid the monthly payments and interest on that loan.
Someone that saved up to purchase a home for $150,000 and paid cash receives NO R&R on that, but someone that put maybe $10,000 down into a mortgage loan and some other monthly payments receives 100% of all funds put out for the home. Blatant Discrimination!
How far back will they go as for someone that is above 70 years of age and paid off their mortgage maybe 10 years ago and still pay their property tax, are there any mortgage records left in storage to be able to confirm to pay them back, and will they be paid all those property taxes they already paid?
If the counties around America just happen to lose those property tax records then those individuals should be held accountable as they don’t want to pay up and it should not be where the present residents in that county are to pay out to compensate for those lost records.

It looks like the homeless will receive nothing as they must have a legal residence to have a QFS Account and receive ‘Restitution and Reclamation (R&R) payments’!
I think that if anyone, bankers and government officials, that just happen to lose or destroy these records of mortgage and loan payments then We The People that are to be compensated that those funds come out of the NESARA and ‘Restitution and Reclamation (R&R) payments’ on those wrongful individuals.
Now with violations of the 5th Amendment on the Takings Clause, and backed up by the Magna Carta of 1215, 800+ years, the debtee cannot seize any home or property for to collect the debt to be paid and then keep all the extra funds if they are in surplus as it must be paid back to the debtor for which the property was taken.
In this video, 30 minutes, is where the debtor went to Federal court to fight it where the county Foreclosed on the home for which the property tax was not paid and the debtor wanted to receive the surplus which the government refused to refund it back:

This goes for Ken and Barbie Cromar who had their home taken and sold and they should be compensated for the surplus, but the IRS and Federal Reserve did not want to comply with the Constitutional laws. Are those IRS agents now working for the USA Republic Treasury where they violated US Constitutional Law and they will not be punished?
