I’m an old retired Army Sergeant that at one time setup, gathered info for and requested funding for well over $52 million dollars worth of government contracts in support of Army Reserve Buildings and properties throughout Texas and New Mexico. During my service I became aware of several funding r-----s that I think you might be interested in.

  • The Budget or fiscal new year begins 1 October each year. Which conversely means the end of the last funded fiscal year.
  • Almost, maybe not all agencies, try to make sure to spend all yearly funding and usually add 10-20% to the prior year funding in requesting funding for the next fiscal year. Mainly because it’s hard to ask for more money when you didn’t spend all that was given. You always ask for more because of contingencies like price increases (in our case of utilities and contractor overhead).
  • At the end of each fiscal year almost, again not all, agencies will have  surplus funding to get spend so it is a scramble for everyone within an agency to come up with end of year projects to get the funds spent before they go away into nothingness.
  • Most agencies are required by their high ups to declare any surpluses by the 15th of September each year so everyone can submit their projects to get these funds in contract and obligated before 1 October. I’ve seen years when our Command was able to obligate as much at $10-15 million dollars in just this short span of time because we prepared contracts and funding request specifically for this time frame.

In summarization, I believe this whole GCR, GASARA, RV, etc.. Will have to wait until towards the of September and the beginning of October to start so all the contracts the defunct government and the new Republic can start of free and legally financially equal footings.  Of, course I’m just an old Sergeant whose been out of the system for awhile but thought I would bring this info to your attention as maybe a little relevant to the situation. Thanks for keeping us abreast of things all these years. WHERE WE GO ONE WE GO ALL!!!
