Baghdad Fills the Chamber

Over the weekend Iraq’s parliament finally put lawmakers in the seats it left empty in May. 247 of them, where 220 was the floor, to move on the last 9 cabinet posts, interior and defence among them.
The same afternoon, an American oil giant signed back into Iraq’s southern fields, 10 days before the prime minister flies to Washington.
The chamber filled. The names have not been read.
This is the honest part, and it matters. The room hit quorum with room to spare. That is not the same as a finished government. No official readout has confirmed which ministers cleared, so carry the number as reported and watch for the Gazette. A full room is the setup. A named cabinet is the event.
US capital walked back through the door.
Basra Oil Company signed Halliburton to a 5-year deal on the Bin Omar and Sindbad fields. American hands on Iraqi crude again, in place of the Chinese, Russian and European firms that filled the gap while Washington was gone. A US energy major signing days before al-Zaidi boards the plane is a message the White House will read.
The weekend, on one page:
• Cabinet vote – 247 present against a 220 quorum, interior and defence on the table, reported and not yet officially confirmed.
• Halliburton – 5-year deal, Bin Omar and Sindbad, up to 250,000 more barrels a day.
• The dinar – parallel rate eased in Baghdad and Erbil; the official peg holds at 1,300; on July 10 the ASYCUDA customs system goes fully mandatory at every border.
• Basra – tankers loaded 2 million barrels through Hormuz uninterrupted while Iran floated transit fees from Beijing.
• Iran – Khamenei’s body crosses to Najaf and Karbala on July 8; the new leader, Mojtaba, is still absent from the mourning.

• Washington – the CLARITY Act heads for the Senate floor when the chamber returns July 13.
