Baghdad told its own people this week that the treasury cannot pay their salaries on time. At the same moment, its central bank is holding 93.7 billion dollars in reserves and a gold pile that is rising in value on its own.
A government that rich does not have to plead poverty. It is choosing to. That choice is the story.
What Baghdad actually said
Government spokesman Haider al-Aboudi confirmed on television that Iraq is in a liquidity crisis and that salaries will be delayed. The numbers came with it. The health minister put the monthly salary and support bill at 10.8 trillion dinars. Analysts put domestic revenue against it at 2.5 to 3.5 trillion. One financial analyst said openly that the government will need a 10 trillion dinar borrowing law just to cover salaries through the rest of the year.
Then the second voice. The Prime Minister’s own financial adviser told the financial press that all salaries and social obligations are fully secured. Same government, same week, opposite message.
• The bill – 10.8 trillion dinars a month for salaries and support.
• The revenue – 2.5 to 3.5 trillion, after the Hormuz closure cut southern oil exports.
• The cushion – 93.7 billion dollars in reserves, gold rising in value, no new bars sold.
• The patch – more than 3 trillion dinars being borrowed from private Iraqi banks to cover August.
