One week ago Iraq’s front pages read “there is no money.” On Tuesday the Central Bank Governor’s own count went public: 109 trillion dinars in the treasury, roughly $83 billion.

By the Finance Committee’s own arithmetic, that covers every public salary and pension in Iraq for 10 months. So the crisis was never about whether the money exists.

The 24-Hour Turn

On Monday a Finance Committee member said the delayed salaries “cannot be considered secured.” On Tuesday his colleague Mansour al-Baiji walked out of a meeting with the Prime Minister, the Finance Minister and Central Bank Governor Nizar Nasser Hussein and handed state media the number. You do not misplace $83 billion overnight. Something else is going on, and it is not confusion.

What The Number Actually Is

The 109 trillion is not a pile of banknotes. It is the reserve vault that backs the dinar itself, expressed in dinars for a home audience. The government does not pay salaries out of that vault.
