The September 30 deadline has been restated multiple times this year, the Sovereignty clock is ticking loudly.
Foreign military presence in federal Iraq ends.
Full state monopoly on the use of force becomes the operating reality, providing a clearer path for independent monetary and fiscal decisions.
Rule of law + institutional development language is the exact framing required for FDI, banking sector cleanup, and the revaluation of IQD.
Explicit pairing of security consolidation with economic and social stability is being treated as inseparable.
We are less than 7 weeks away, everything is on schedule.
October 1, 2026 is framed as “a new day” for the Iraqi state: Iraq free of any foreign military presence, national sovereignty fully restored over its territory, and security/military capabilities built to the point that Iraq protects itself.

The relationship now shifts from military presence to economic, developmental, and security partnership based on mutual respect for sovereignty.
The economic pivot is explicit.
Troops out, companies and partnership in. The Washington visit already linked energy/oil deals and investment to progress on the militia file and the September deadline.
Today’s statement continues that track: economic and developmental cooperation is the new operating system.
These meetings keep pressure on the Hydrocarbon Law.
The oil minister has already framed the fuel crisis as something “the Oil and Gas Law is capable of providing all the solutions to.”
When parliament, SOMO, and the Oil Ministry are forced to invent ad-hoc mechanisms because the comprehensive law still isn’t passed, it raises the political cost of continued delay.

Never forget President Trump’s statement regarding the withdrawal of our troops from Iraq.
How will Iraq pay the U.S. back?
“And I think they’ll agree to pay, otherwise we’ll stay there.”
Full withdrawal September 30th.
We’re about to find out.

If Iraq cannot defend its own airspace then it does not look like a serious sovereign partner to international capital or to the institutions that matter for currency credibility when IQD revalues.
Trump’s old line was straightforward: Iraq pays us back or the troops stay.
The 2026 version is different.
Troops out by September 30. U.S. companies in with major oil partnerships and tens of billions in deals.
That’s the modern form of repayment.

Not a one-time check.
Ongoing commercial extraction of value through long-term production upside for American firms.
Higher output, cleaner FDI, stronger reserves.
The same conditions that make Iraq investable for majors are what allow the value of IQD to reflect a new reality.
Full national customs digitalization + revenue sharing removes one of the remaining structural supports for a wide parallel rate and strengthens non-oil fiscal capacity.
Al-Zaidi’s push to resolve a long-running federal-KRG friction shows functional governance on economic files.
This fits the broader pattern of digital finance reforms, banking supervision overhauls, and attempts at fiscal discipline.
Iraq just cleared a major WTO hurdle.
Ministry of Trade announced:
1. Completed answers to all 175 member questions
2. Finalized key goods, services, agriculture, TBT & SPS files

3. Documents officially published on the WTO website
Next: Minister heading to Geneva to prep the 4th Working Party meeting.
Transparency. Trade rules. Investor credibility.
All of it stacks with the banking, oil law, and reform push.
IQD reeks of RV.
Every serious clawback and every canceled inflated contract improves the fiscal runway that ultimately decides how aggressive a future IQD rate adjustment can be.
The reform path (HCL, investment climate, fiscal rules, banking overhaul) is no longer optional if they want a durable, higher IQD rate.
The pressure is doing the work of concentrating minds in Baghdad.
