Dinarland Highlights – 8.18.26

The FACTS speak for themselves. Iraq will have to do something in the VERY near future to resolve this liquidity crisis before it turns into an inflation crisis, which could get out of hand real quick. They cannot continue to print more currency. I have never heard my CBI contact talk in such urgency before…

On the bond side I had 3 contacts reach out…3 different sources from different continents…and all 3 had the same story. In a nutshell all 3 claimed that things went exceptionally well this weekend and it is kicking off and they all will be paid within the next 2 weeks and toward the end of that we will be exchanging currencies…

The Iraqi government is preparing to submit the 2027 federal budget to the Council of Representatives, with the bill expected by late September or early October. This is not routine. A budget submitted with the old exchange rate baked into its revenue projections would be fiscal malpractice if a revaluation is imminent because every line item, every public sector salary, every oil revenue projection, every dinar-denominated expenditure would be calculated on a pre-revaluation basis, meaning the moment the rate changes, the entire budget becomes instantly inaccurate and must be recalculated and resubmitted. They won’t submit a budget they know will be obsolete in weeks.
The 2027 budget submission is the fiscal wall. The rate has to move before the budget bill arrives at parliament, because the budget itself has to be written in the new currency’s value. Late September is the deadline for the budget. That means the rate change has to happen before late September. September 1 is the earliest date the enforcement infrastructure is in place. The window is September 1 through roughly September 20-25. That’s the operational corridor.

“Economic Observatory: Government silence regarding ‘currency change’ is confusing the Iraqi dinar market”
Quote:
“Eco Iraq held the Central Bank and the Ministry of Finance responsible for clarifying the truth about the decision and any confusion in the Iraqi market resulting from their silence, demanding that the competent authorities issue an official statement explaining the reasons for changing the currency, the implementation mechanisms, the timetable, and guarantees to protect citizens’ savings and market stability.“

“The parliamentary finance committee responds to statements about removing zeros and sets a condition for raising the value of the dinar”
Quote:
“Changing the currency is…a highly sensitive monetary issue that can affect citizens’ expectations, the movement of money, and the dollar and gold markets, stressing that he is waiting for an official and clear position from the Central Bank of Iraq and the competent authorities that clarifies the reality of the project, its legal basis, its economic feasibility, and the timing of its implementation.”
Article:
“Three zeros could unlock the vaults of the hidden economy, Al-Hashemi said: Replacing the dinar could reveal hoarded billions and put c*****t funds to the test of source and legitimacy”
Quote:
“the transition from the current dinar to a new currency may require holders of large cash holdings to reintroduce their money into the official financial system for the purpose of exchanging it, which would give the Central Bank and the government more room to scrutinize the sources of funds and distinguish, as he described it, between ‘clean dinars’ and ‘d***y dinars‘.”

Besides deletion of the three zeros argument, one of the other largest arguments against a possible revaluation of the Iraqi dinar is the money supply is too big…Imagine Iraq announces you bring in your old dinars into the banking system. We will exchange them for the new currency. But very large amounts of currency must pass a source of funds check. Now imagine 40 trillion old dinars sitting in warehouses, homes, safes involving criminal networks, c********n proceeds, etc. whose holders cannot satisfactorily document where the money came from…Those holders would have a problem. If they take the cash to a bank they potentially expose themselves to investigation or confiscation. If they don’t take it to the bank before the old currency is demonetized, those notes eventually cease to be legal tender…
Redenominations historically have happened in hyper inflated countries where inflation is out of control. Iraq has less than 3% inflation rate. That means they have meticulously maintained their monetary policy and economic policy for so many years now. I don’t believe they did all of that just to have a net neutral event, to not give their people any more purchasing power. And I don’t think they’re going to leave us foreign investors sitting in the dark…

Deleting the zeros is the very next banking reform step and being implemented in the second half of the year ’26. That’s why they brought all those articles forward yesterday…It wasn’t a coincidence.
The value in-country – whatever you could buy with a 25k note before the rate change, you’ll be able to buy after the rate change with a 25 note…Outside the country…Iraq’s currency is going to have a value against foreign currencies….If it’s $3.00 a 25k note is worth $75,000. A 25 note is worth $75…Articles are trying to give you a different understanding…They can’t tell you they’re sign to revalue. They’re trying to make you believe it’s not going to revalue…
=======================================
Pimpy
We don’t want them to delete the zeros. Trust me, you want them to leave the zeros on there…Them deleting the zeros off the currency is not them devaluing the currency. There’s a misunderstanding. Deleting the zeros doesn’t change the exchange value of the Iraqi dinar. 25,000 X $0.00076 = $19. If you take away the zeros… 25 x $0.76 = $19…It does not change the value of the Iraqi dinar.
If we don’t get these restrictions in the United States [off the Iraqi dinar] removed, then we’re screwed. Not only can’t you get your money back for your old notes being changed in for your new notes, you can lose your money all together.

Iraq’s PM advisor publicly stated the country sits on more than 16 trillion dinars in natural resources, 5th largest proven oil reserves, 2nd largest phosphate reserves on Earth. The GDP is $265 billion. That’s a resource to GDP ratio of 60 to 1. Saudi Arabia’s ratio is 15 to 1. Iraq carries 4x the resource gap of Saudi Arabia at a program rate set during reconstruction 22 years ago.

They’re talking on the television right now about removing the zeros from the Iraqi dinar. They say it is a long awaited economic reform or a risk of inflation…The television is telling us removing the zeros is commonly referred to as a redenomination, would change the numerical denominations of Iraq’s banknotes without necessarily changing the currency’s real purchasing power…TV critical distinction is removing zeros would not automatically make the dinar more valuable…It’s going to make daily operations much easier.

It was 10 days ago on August the 6th the LDs [Lower Denominations] were put into a secure location. Because they are in this location, they are now in a vulnerable position because they are too close to the banks. They are running out of time. They’ve already spent 10 days. They cannot afford any leaks. Therefore within days or 1 or 2 weeks they’ve got to do what they promised. They are subject to huge massive leaks. If you have a leak, it could destroy everything …They’ve got to fulfill this…They have to do something now.

Outside [Iraq] it’ll probably start at $1.31 more than likely. I hope it reaches a Real Effective Exchange Rate of about $4.25 IMO. I’m not going to stick round and watch that happen. That may take months. That may take years…If it comes out at $1.31 my b**t is at the bank…

They’re doing it on their own timelines. [All the components] don’t all have to happen at the same time. Just like the check boxes…they don’t have to have them all done, but they’re pushing for them all…E*******n on a REER is what I’m looking for. They all collectively happen around the same time, so be it…
