US Treasury Just Cleared Several Iraqi Exchange Companies to Sell Dollars Again

US Treasury has lifted restrictions on a number of Iraqi exchange companies after confirming they meet the Central Bank of Iraq’s approved compliance standards.

The move, reported by the Iraqi News Agency and NINA on 18 October 2026, allows the affected companies to resume participating in official dollar sales to travelers.

The Central Bank framed the decision as part of efforts to strengthen regulatory controls and keep foreign-currency sales within approved frameworks.

Names of the companies and the exact number involved have not been made public.

This is a targeted easing focused on traveler foreign exchange, not a broad reopening of unrestricted US-dollar access for Iraq’s banking system.

It comes against a backdrop of ongoing coordination between the Central Bank of Iraq and the US Treasury:

• Several restricted Iraqi banks have been cleared to re-enter non-dollar correspondent banking channels once they complete the first phase of the banking-sector reform and relicensing program. Full dollar access remains conditional on further compliance, governance, and audit requirements.

• Iraq’s oil revenues continue to be held largely at the Federal Reserve, giving Washington significant influence over dollar supply.
Restrictions on banks and exchange houses have long been used to limit diversion of dollars toward Iran, sanctioned entities, and illicit finance networks.

• Separately, the Central Bank introduced tighter official-rate traveler allocations effective the same day: up to $2,000 every two months, with a maximum of six disbursements per year ($12,000 annually).

Taken together, the exchange-company decision is a limited compliance-driven step inside a larger, multi-year effort to modernize Iraq’s financial system while maintaining tighter controls on dollar flows.

Market reaction, the identity of the newly authorized companies, and any follow-through on the banking-reform track will be the next indicators to watch.
