Dinarland Highlights – 10.21.26

…Iraq is not responsible for our payouts once the rate hits Forex.  Iraq’s foreign reserves are not the payout pool, they are the collateral anchor that gives the new rate structural integrity once the CBI pulls the trigger, and the actual dollar liquidity for the exchange window comes from the U.S. Treasury’s pre-staged currency stabilization fund. The IMF’s special drawing rights reallocation, and the basket of sovereign wealth partners who have already positioned bilateral swap lines for exactly this moment.  Iraq is not writing checks to American IQD holders, the FOREX market makers, the primary dealer banks, and the Treasury’s own exchange facilities are the payors, and they are capitalized at a scale that makes  Iraq’s reserve balance an irrelevant variable in the payout equation. …the skeptics who scream “Iraq doesn’t have enough reserves to cover a $3.22 RV” are arguing against a strawman payout mechanism that never existed in the first place.

…we take the bad news with the goods news…you may not see the overall plan behind the scenes being played out to get to the reinstatement…The zeros must be deleted first. Iraq can’t move to FOREX with a huge revaluation unless they first shrink down their monetary mass and change over their sanction-like notes to nominal value reflected notes.

Article 1:
“Al-Zaidi informs the framework leaders that the government received a message from the US Treasury Department demanding the closure of the borders with Iran”

Article 2:
“Iraq will begin gradually closing its border crossings with Iran on Wednesday, Oct. 21, starting with the al-Sheib crossing in Maysan governorate, under directives from Prime Minister Ali al-Zaidi…”

Article:
“The Central Bank told Nina: Removing zeros is not within our authority and requires a legal and legislative process“

Quote:
“The issue of removing zeros…is linked to the settlement of debts, legal obligations, and punitive fines under current Iraqi laws…If the removal of zeros is enacted, it will require clarification and public awareness  campaigns to ensure a new valuation similar to that of the old currency.  Regarding the economic impact of removing zeros, he explained: The process is simple and has no impact except in accounting; for example, instead of ‘million,’ it will be ‘thousand,’ and instead of ‘trillion,’ it will be ‘billion,’ and so on…There is unofficial talk circulating among the public about a decision to remove zeros from the national currency.”

Article:
“Iraq’s foreign reserves rise to $81.5 billion in August…compared to $80.633 billion, or 104.823 trillion dinars, at the end of July.”

There’s some major things happening …There’s major urgency in Iraq.  Banks are going to be open this Friday.  That’s their holy day…They’re normally not open on Friday’s and they’re working overtime.

Article:
“Central Bank directs the Iraq Trade Bank and private banks to increase working hours and operate on holidays from October 21 to November 30 to e*****e external transfers.”

They’re closing the majority of their borders with Iran…That’s a step you would do when Iraq’s about to revalue their currency.

Iraq’s Central Bank has named one reason the street dollar stays above its own rate.  On Tuesday its adviser said much of Iraq’s trade with Iran can’t go through the banks because of sanctions, so traders buy their dollars on the street. This week travelers got more official dollars, exchange companies were cleared and about $3 billion of import transfers were paid. The street still closed Tuesday at 168,700 IQD for $100, against the bank’s 152,000. Late Tuesday, an official source said the Al-Sheeb crossing with Iran closes Wednesday morning, with the others to follow gradually.  The bank has opened the doors it controls. The ones that matter now are on the border with Iran.

Iraq devalued the IQD. Since then one question has filled my inbox: is the RV off?  No. But most people are watching a devaluation and think the RV isn’t happening…They can change [the rate] whenever they want, and they are not going to tell you they are increasing the rate beforehand.

Prime Minister Zaidi is pushing to get the budget wrapped up within the next week.  They send the budget back to the finance committee for revisions. It’s been speculated by other people out there in the dinar community and some personal contacts who are very very intelligent …it’s very likely the new rate could be in the budget.  It makes sense theoretically…Iraq has never gotten this much done in this short amount of time…

I was talking to one of my contacts who lives in Iraq asking him how’s everything going in Iraq?  Are the citizens mad about the devaluation? Here’s what he said:There’s a lot of discomfort.  The government has ended the customs duty on imported food products which reduced the goods prices which helped control the markets…The Central Bank said they will reduce the unofficial exchange rate more to get closer to the official.  The zero deletion is still standing but with ambiguous date because they don’t want to give chance to the c********n officials to exchange the money.

Can Americans exchange Iraqi dinars in the United States?  As of today, yes.  However if there is a reprinting of the currency, maybe no.  We don’t know…When and if Iraq reprints its currency, the currency brokers surely will have access to the currency.  But how long will it take?  And what will be the window of time that you can exchange the old banknotes for the new currency?  That’s the problem…We could be locked out.  That’s why I traveled to see what I could learn and do without depending on licensed brokers in the United States.

If they lift the three zeros what would the value of their dinar be? … $0.67…I know there was a lot of talk about it, a lot of numbers about it, a lot of suggestions, but it’s coming off the exchanges rate.  So, what’s the exchange rate right now?  $0.00067. Remove the three zeros, $0.67…
