The House of Representatives completes the first reading of the proposed “Food Security” law
Today, Thursday, the House of Representatives completed the first reading of the proposed emergency support law for food security and development.
Earlier today, the Speaker of the Iraqi Council of Representatives, Muhammad al-Halbousi, inaugurated the works of session No. (8) for the fifth electoral cycle, the first legislative year, and the first legislative term.
The session was held after a quorum was completed, with the attendance of 266 deputies, according to the council’s media department.
Yesterday, Wednesday, the committee presented this proposal to the presidency of the Iraqi parliament, as an alternative to the project submitted by the current caretaker government headed by Mustafa Al-Kazemi.
The committee said in a statement yesterday, that it submitted this proposal based on the provisions of Article (112) of the Iraqi Council of Representatives’ internal system.
The statement explained that the aim of presenting this proposal is to “remove the specter of hunger, deterioration and power outages in the scorching summer of Iraq.”
The proposal bore the signatures of 25 members of the Iraqi parliament.
On Sunday, May 15, 2022, the Federal Supreme Court (the highest judicial authority in Iraq) decided to cancel the draft law on emergency support for food security and development based on a lawsuit filed by Representative Basem Khashan, while it indicated that Al-Kazemi’s government is a caretaker and is not entitled to send bills and hold contracts. Parliament approves the legislation of the emergency support law

She added, “The emergency support law supports several segments of society and came to solve the crisis of high prices in the markets,” noting that “the coordinating framework wants to legislate the budget law, but because of its delay, we will proceed to legislate the emergency support law to support the ration card and farmers and many matters that concern the citizen.” “.
And she continued, “The law will give some sums to the governorates to implement some lagging and delayed projects,” noting that “the coordination framework with the legislation of this law.”
The Parliamentary Finance Committee confirmed, earlier, to proceed with reading the proposal of the Emergency Support Law for Food Security and Development in preparation for discussion and passing it in accordance with the powers of the legislative authority, while noting that the schedules of amounts will not exceed 25 trillion dinars. link

Al-Shatti added: The difference in this political process is that it came after a popular struggle and an uprising that led to the amendment of the electoral law, and that the percentage of participation in the elections was small and did not exceed 20%, which led to the Sadrist movement obtaining a large percentage of the votes and its emergence as a large Shiite bloc within the Shiite incubator
