His question is “How to start your own bank?”

That is an easy question to answer. But first you need to change your vision of a “Bank”.

Post bank collapses, there will be little credit for business purposes.

So limit your activity to offering credit and investments in your own local community.

To do so an individual who has precious metals or other money (newly wealthy) can invest/lend to local community ventures under contract law only.

If you do not take in deposits then there is no entanglement with banking laws.

I have a ton of metals. This is what I will do post collapse after its value increases; invest in my community to bring it back up again.
One can also create local community money (currency) without being a registered bank.
