Meaning they have no other way of performing international transaction unless they use Forex.
What confirms it, is this Parliament official in Iraq was asking the bank why his international transaction is not settled.
That means their maintenance channels has been officially blocked or canceled between JP Morgan and Citibank with Iraq banks.
